Prepare the Fennel
Trim the fennel bulb, removing the tough outer layers and fronds. Slice the bulb thinly and set aside.
Prepare the Tuna Mixture
In a mixing bowl, combine the canned tuna (drained), capers, olive oil, lemon juice, salt, black pepper, and garlic powder. Mix until well blended.
Assemble the Dish
