Prepare the Tempura Batter
In a mixing bowl, combine all-purpose flour, cornstarch, baking powder, and ice-cold water. Whisk gently until just combined. Do not overmix; some lumps are fine.

Heat the Oil
In a deep frying pan or pot, heat vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Shrimp
Dip each shrimp into the tempura batter, allowing excess to drip off, and carefully place into the hot oil. Fry in batches until golden and crispy, about 2-3 minutes per side. Remove and drain on paper towels.

Prepare the Plate
On a serving platter, arrange the fried shrimp, sliced avocado, toasted coconut flakes, and sliced bell peppers.

Add Tōgarashi
Sprinkle Tōgarashi seasoning over the shrimp and vegetables to taste.

Serve with Spicy Remoulade
Serve immediately with spicy remoulade sauce on the side for dipping.
