In a large pot, heat a tablespoon of olive oil over medium heat. Add the chopped onion, and sauté until translucent, about 5 minutes. Stir in the chopped tomatoes, red and green bell peppers, and minced garlic. Cook for an additional 5-7 minutes until the vegetables are soft.

Add the chicken broth, bay leaves, salt, and black pepper to the pot. Bring the mixture to a boil, then reduce the heat and let it simmer for 15-20 minutes, allowing the flavors to meld.
