For the Halibut

    Prepare the Batter

    In a large bowl, mix together the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold beer or sparkling water until the batter is smooth and thick. Let it rest for about 20 minutes.

    Heat the Oil

    In a deep pot or fryer, heat the vegetable oil to 350°F (175°C). Make sure there is enough oil to fully submerge the halibut fillets.

    Fry the Halibut

    Dredge each halibut fillet in the batter, allowing any excess to drip off. Carefully lower the fillets into the hot oil and fry for about 4-5 minutes per side, or until golden brown and cooked through. Remove from the oil and let drain on a paper towel.

    Prepare the Potatoes

    Peel the russet potatoes and cut them into thick chips (about 1/2 inch thick). Rinse the chips in cold water to remove excess starch and pat them dry with paper towels.

    In a separate pot or fryer, heat the vegetable oil to 325°F (160°C).

    Fry the Chips

    Fry the potato chips in batches for about 5-7 minutes, or until they are tender but not yet brown. Remove them from the oil and let them drain on paper towels. Increase the oil temperature to 375°F (190°C). Return the chips to the hot oil and fry until they are golden brown and crispy, about another 2-3 minutes.

    Remove the chips from the oil and immediately sprinkle with salt. Let them cool slightly before serving.

    Arrange the crispy halibut fillets on a plate alongside the golden chips. Serve with a generous dollop of tartar sauce and lemon wedges for squeezing over the fish.
