In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Whisk together until fully combined.

Slowly pour in the cold beer (or sparkling water) while whisking until the batter is smooth and free of lumps. Let the batter rest for about 15 minutes.

In a deep frying pan or a large pot, heat the vegetable oil over medium-high heat until it reaches about 350°F (175°C).
