Make the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add boiling water while stirring with chopsticks or a spoon until the dough starts to come together.

Knead the Dough
Transfer the dough to a floured surface and knead for about 5-7 minutes until smooth. Cover the dough with a damp cloth and let it rest for at least 30 minutes.

Prepare the Filling
In a large bowl, combine ground pork (or chicken), chopped green onions, minced garlic, minced ginger, soy sauce, sesame oil, finely chopped cabbage, salt, and pepper. Mix well until all ingredients are evenly incorporated.
Forming Dumplings

Roll Out the Dough
After the dough has rested, divide it into small pieces and roll each piece into a thin circle (about 3 inches in diameter) on a floured surface.

Fill the Dumplings
Place a small spoonful of filling in the center of each dough circle. Fold the dough in half to create a half-moon shape and pinch the edges to seal tightly.

In a small bowl, combine soy sauce, rice vinegar, sesame oil, honey, chili oil (if using), and minced garlic. Stir well and adjust the flavor to taste.
