Prepare the Fritter Mixture
In a mixing bowl, combine the goat cheese and cream cheese until smooth. Add the flour, egg, garlic powder, salt, black pepper, and chopped parsley. Mix until all ingredients are well incorporated.

Shape the Fritters
Using your hands, shape the mixture into small balls or patties, roughly 1-2 inches in diameter. Place them on a parchment-lined tray.

Heat the Oil
In a large skillet, heat the oil over medium heat until hot but not smoking.

Fry the Fritters
Carefully add the fritters to the hot oil, frying in batches if necessary. Cook for about 3-4 minutes on each side or until golden brown and crispy. Remove and drain on paper towels.

Blend the Mixture
Remove from heat and allow to cool slightly. Transfer the rhubarb mixture to a blender or food processor and blend until smooth.
