Preheat your oven to 450°F (230°C).

Mix Dry Ingredients
In a large bowl, whisk together the flour, baking powder, baking soda, and salt.

Cut the cold butter into small pieces and add to the dry mixture. Use a pastry cutter or your fingers to mix until the mixture resembles coarse crumbs.
