Prepare the Filling
- 1
Cook the Meat
In a large skillet, heat the olive oil over medium heat. Add the finely chopped onion and minced garlic, and sauté until the onion is translucent.
- 2
Add Vegetables
Stir in the diced bell pepper and cook for another 3-4 minutes until softened.
- 3
Cook the Beef
Add the ground beef to the skillet and cook until browned, breaking it apart with a wooden spoon.
- 4
Season
Mix in the tomato paste, paprika, salt, and black pepper. Cook for an additional 5 minutes, then remove from heat and let cool.
Make the Dough
- 5
Combine Ingredients
In a large mixing bowl, combine all-purpose flour and salt. Add the softened butter and mix until crumbly.
- 6
Add Eggs and Water
Make a well in the center and add the eggs and cold water. Mix until a dough forms.
- 7
Knead the Dough
Turn the dough onto a floured surface and knead for about 5 minutes until smooth. Wrap in plastic wrap and refrigerate for 30 minutes.
Assemble and Bake
- 8
Preheat Oven
Preheat your oven to 180°C (350°F).
- 9
Roll Out Dough
On a floured surface, roll out the dough to about 1/4 inch thick. Cut into circles large enough to hold the filling.
- 10

Place a spoonful of the savory filling in the center of each circle. Fold over and seal the edges by pressing with a fork.
- 11
