Prepare the Boneless Wings
In a bowl, mix flour, cornstarch, baking powder, salt, pepper, and garlic powder. In another bowl, whisk together eggs and buttermilk. Dip each boneless wing into the egg mixture and then coat with the flour mixture. Set aside.

Fry the Boneless Wings
Heat vegetable oil in a deep pan over medium-high heat. Once hot, carefully add the coated wings in batches. Fry for about 5-7 minutes or until golden brown and cooked through. Remove and drain on paper towels.

Prepare Onion Rings
If using frozen onion rings, prepare according to package instructions. If making from scratch, coat sliced onions in flour and fry in hot oil until golden and crispy.

Assemble the Platter
On a large serving platter, arrange the boneless wings, onion rings, tortilla chips, and bowls of salsa and queso dip. Serve immediately.
