Prepare fries
Preheat oven to 425°F (220°C). Line a baking sheet and spread the frozen french fries in a single layer. Bake for 15-20 minutes, flipping halfway, until crispy and golden.

Season beef spice blend
In a small bowl, combine garlic powder, onion powder, ground cumin, paprika, salt, and black pepper. Mix well to create the spice blend.

Prepare beef
Thinly slice the flank steak. Toss the slices with 2 tablespoons of vegetable oil and half of the spice blend to lightly coat.

Sear beef
Heat a large skillet over medium-high heat. Add the oiled beef and sear until browned, about 3-5 minutes.

Red chile beef
Reduce heat to medium and stir in the red chile sauce. Simmer for 2-3 minutes, coating the beef with the sauce and allowing flavors to meld.

Melt cheese over fries
When fries are crispy, remove from oven and sprinkle with shredded Monterey Jack cheese. Return to the oven for 1-2 minutes until the cheese is melted.

Assemble
Spread the melted-cheese fries on a serving platter. Top with the red chile beef. Dollop sour crema over the top and sprinkle chopped cilantro.

Garnish and serve
Garnish with extra cilantro if desired. Serve immediately.
