Make the filling
Heat 1 tablespoon vegetable oil in a skillet over medium heat. Add onion and bell pepper; sauté until softened, about 3-4 minutes. Add garlic and cook 30 seconds more. Stir in ground cumin, chili powder, and salt.

Add protein and cream
Add shredded chicken, refried beans, and 1/2 cup sour cream to the skillet. Stir until creamy and heated through. Sprinkle in shredded cheddar cheese and fold until melted and well combined.

Prepare tortillas
Wrap flour tortillas in a clean towel and microwave 20-30 seconds until pliable.

Assemble chimichangas
Spread 2-3 tablespoons of filling onto the center of each tortilla. Roll tightly to enclose the filling, folding in the sides as you roll. Secure with toothpicks if needed.

Heat oil for frying
In a deep skillet or Dutch oven, heat 3 cups vegetable oil to 360°F (180°C).

Fry 2-3 chimichangas at a time, turning occasionally, until deep golden brown and crisp, about 2-4 minutes per side. Remove and drain on paper towels.
