In a large skillet, heat the olive oil over medium heat. Add the diced onion and cook until translucent, about 3-4 minutes.

Add the minced garlic and cook for 30 seconds more until fragrant.

Increase the heat and add the ground beef, breaking it apart with a spatula. Cook until browned and no pink remains, about 6-8 minutes.

Stir in chili powder, cumin, paprika, oregano, salt, and black pepper. Cook and stir for 1 minute to bloom the spices.

Pour in tomato sauce and water (or beef broth). Simmer the beef mixture on low heat for 8-12 minutes, until slightly thickened and flavorful. Adjust seasoning to taste.

Preheat the oven to 350°F (175°C). Place the tostada shells on a baking sheet and bake 3-5 minutes, or until crisp and lightly golden.
