Prep vegetables
Cut the onion into small dice and finely dice the bell pepper.

Heat the olive oil in a large skillet over medium heat. Add the onion and bell pepper; sauté until translucent and soft, about 4–5 minutes.

Add minced garlic; cook for 30 seconds until fragrant.

Stir in ground cumin, chili powder, smoked paprika, and salt; cook for 30 seconds to bloom the spices.

Add cooked pinto beans and cooked white rice to the skillet; mix well and warm through, mashing a few beans for creaminess if desired, about 2–3 minutes.

Warm the flour tortillas in a dry skillet or microwave until pliable, about 15–20 seconds per side.

Spoon a generous amount of the bean–rice mixture onto each tortilla. Top with shredded cheddar cheese.

Fold in the sides and roll up into a burrito. If desired, toast burrito seam-side down in the hot skillet until the cheese is melted and the tortilla is lightly browned, about 1–2 minutes per side.
