Prepare the Grits
In a medium saucepan, bring water or chicken broth to a boil. Slowly whisk in the grits, reduce heat to low, and simmer for about 20-25 minutes, stirring occasionally until thick and creamy. Season with salt to taste.

Cook the Vegetables
In a large skillet, heat olive oil and 2 tablespoons of butter over medium heat. Add the diced onion and bell pepper, and sauté until softened, about 5 minutes. Add minced garlic and cook for another 1-2 minutes.

Cook the Shrimp
Add the shrimp to the skillet and sprinkle with cayenne pepper, paprika, salt, and black pepper. Cook until the shrimp turn pink and are cooked through, about 3-4 minutes.

Combine and Serve
Once the grits are done, stir in the remaining 2 tablespoons of butter until melted. Serve the grits in bowls topped with the shrimp and vegetable mixture. Garnish with sliced green onions.
