In a large pot, bring water to a boil. Add a pinch of salt to the boiling water and then add the elbow macaroni. Cook according to the package instructions until al dente, usually about 8-10 minutes. Drain the macaroni and set aside.

Make the Roux
In a medium saucepan over medium heat, melt the unsalted butter. Once melted, whisk in the all-purpose flour and cook for about 1-2 minutes until lightly golden, stirring constantly to prevent burning.

Add the Milk
Gradually whisk in the milk, ensuring there are no lumps. Continue to whisk until the mixture thickens, about 5-7 minutes.

Incorporate the Cheeses
Reduce the heat to low and add the cheddar cheese and parmesan cheese, stirring until completely melted and smooth. Season with salt and black pepper.
Combine and Serve

Add the cooked macaroni to the cheese sauce and stir until the pasta is fully coated with the cheese sauce.
