Inspect and Clean

Place mussels in a large bowl under cold running water. Discard any with broken shells or that do not close when tapped. Rinse off grit and remove beards by pulling toward the hinge. Sprinkle with 1 tsp sea salt, toss, and let sit in the refrigerator while you prepare aromatics (10–15 minutes).

Right before cooking, give mussels one final rinse and drain in a colander.

Sauté Aromatics

In a large, heavy pot or deep skillet with a tight-fitting lid, heat 1 tbsp olive oil and 2 tbsp unsalted butter over medium heat until the butter is melted and foaming. Add the finely chopped shallot and sauté 2–3 minutes until softened and translucent but not browned.

Add the minced garlic, 1 tbsp fresh thyme leaves, and 1 tsp crushed red pepper flakes. Sauté 30–45 seconds until fragrant, stirring constantly to avoid burning.

Deglaze and Simmer

Pour in 1 cup dry white wine and increase heat to medium-high. Use a wooden spoon to scrape any browned bits from the bottom of the pot. Bring the wine to a gentle simmer and let it reduce by about one-third (2–3 minutes).

Add 1 cup chicken or vegetable stock and bring the mixture back to a simmer.

Steam the Mussels

Add the cleaned, drained mussels to the pot in an even layer. Immediately cover with the lid and increase heat to high enough to produce vigorous steam (but not so high it splatters). Steam for 4–6 minutes, gently shaking the pot once or twice during cooking to redistribute mussels. Check after 4 minutes: most mussels should be open. Continue until nearly all are open. Discard any mussels that remain tightly closed.

Finish the Sauce

Remove the pot from heat. Using a slotted spoon or tongs, transfer mussels to warmed serving bowls, leaving the cooking liquid in the pot. Stir in 2 tbsp cold cubed butter, 2 tbsp lemon juice, 2 tbsp chopped parsley, and 1 tsp freshly ground black pepper into the simmering liquid until butter melts and sauce becomes glossy. Taste and adjust seasoning with more salt or lemon if desired.

Pour the finished sauce over the mussels. Garnish with additional parsley and lemon wedges.

Serve immediately with crusty bread for dipping into the broth and extra lemon wedges on the side. Leftover mussels are best eaten the same day; discard any unused cooking liquid after refrigeration if not consumed within 24 hours.
