1. Cook the Meat

In a large skillet over medium heat, add the olive oil. Once hot, add the ground lamb or beef and cook until browned, about 5-7 minutes. Break up the meat with a spatula as it cooks.

2. Add Vegetables

Add the chopped onion, diced carrots, and minced garlic to the skillet. Cook for another 5 minutes until the vegetables are softened.

3. Add Peas and Seasoning

Stir in the frozen peas, Worcestershire sauce, beef broth, salt, and black pepper. Bring to a simmer and let cook for 10 minutes, stirring occasionally.

4. Boil the Potatoes

In a large pot, add the peeled and diced potatoes and cover with water. Bring to a boil and let cook for 15-20 minutes, or until the potatoes are fork-tender.

5. Mash the Potatoes

Drain the potatoes and return them to the pot. Add the butter, milk, salt, and black pepper. Mash until smooth and creamy.

Assembly and Baking

6. Layer the Filling

Preheat the oven to 400°F (200°C). In a baking dish, spread the meat and vegetable filling evenly across the bottom.

7. Top with Mashed Potatoes

Spread the mashed potatoes over the filling, smoothing it out with a spatula. Create peaks with a fork for a crispy top.

8. Bake

Bake in the preheated oven for 25-30 minutes, or until the top is golden brown and the filling is bubbling.
