Preheat the Oven
Preheat your oven to 400°F (200°C). Line a baking sheet with parchment paper.

Mix Dry Ingredients
In a large bowl, whisk together the flour, baking powder, salt, and sugar.

Cut in Butter
Add the cold, diced butter to the dry ingredients. Using a pastry cutter or your fingers, mix until the mixture resembles coarse crumbs.

Add Raisins
Stir in the raisins until evenly distributed.

Form the Dough
Pour the wet ingredients into the dry ingredients and mix gently until just combined. Do not overmix.

Shape the Scones
Turn the dough onto a floured surface and gently knead it a few times. Pat it into a circle about 1 inch thick. Cut into wedges or use a round cutter to cut out scones.

Bake
Place the scones on the prepared baking sheet and bake for 15-20 minutes, or until golden brown on top.

Allow the scones to cool slightly before serving with raspberry jam and Devon cream.
