Measure ingredients
Measure out steel-cut oats, water, milk, raisins, brown sugar, cinnamon, butter, and vanilla. If using nuts, chop and set aside.

Have a medium saucepan (2–3 quart) and a wooden spoon or heatproof spatula ready.
Cook Oats

Add oats and reduce heat
Stir in 1 cup steel-cut oats. Reduce heat to low so the liquid is at a gentle simmer. This low, steady simmer is key for creamy oats rather than a rolling boil.

Simmer and stir
Cook uncovered, stirring every 2–3 minutes to prevent sticking, until oats are tender with a creamy texture, about 20–25 minutes. For firmer oats cook toward the shorter end; for creamier oats cook longer (up to 30 minutes), adding a splash of extra milk or water if they become too thick.

Stir in raisins and flavorings
When oats are nearly done (last 3–5 minutes of cooking), stir in 1 tablespoon raisins, 1 teaspoon ground cinnamon, and 1 teaspoon vanilla extract. Continue to cook until raisins plump and oats reach desired consistency.

Butter and sugar
Remove the saucepan from heat. Stir in 1 teaspoon unsalted butter and 2 tablespoons packed brown sugar until dissolved and fully incorporated. Taste and adjust sweetness, adding a little more brown sugar if desired.

If the oatmeal is thicker than you like, stir in up to 2 tablespoons additional milk or water to loosen.
Serve

Ladle oatmeal into bowls. Top each serving with optional chopped nuts (about 1–2 tbsp per bowl), an extra sprinkle of cinnamon, additional brown sugar to taste, and a pinch of salt if desired to brighten flavors.

Serve immediately. Leftovers can be refrigerated for up to 4 days and reheated with a splash of milk to loosen.
