Make a chocolate paste
In a small bowl or cup, combine the unsweetened cocoa powder and granulated sugar. Add the hot water and whisk vigorously until you have a smooth, lump-free paste. Stir in the pinch of salt and the vanilla extract.
Combine with Milk

Mix with milk
Pour 2 cups cold whole milk (and the 1/4 cup half-and-half if using) into a large glass, pitcher, or shaker. Add the prepared chocolate paste. Whisk briskly with a small whisk or frother for 20–30 seconds until fully incorporated and slightly frothy. Alternatively, close the lid on a jar and shake vigorously for 20–30 seconds.

Adjust sweetness and chill
Taste and add up to 1 additional teaspoon sugar if you prefer sweeter chocolate milk, stirring until dissolved. If you want colder chocolate milk, add a couple of ice cubes or chill in the refrigerator for 10–15 minutes (note: ice will dilute slightly).
Serve

Pour the chocolate milk into a serving glass. Top with whipped cream and sprinkle chocolate shavings or a pinch of cocoa powder if desired. Serve immediately.
