    Prepare the Potatoes

    Peel and shred the Russet potatoes using a box grater or food processor. Place the shredded potatoes in a bowl of cold water to remove excess starch. Let them soak for about 10 minutes.

    Chop the Vegetables

    While the potatoes are soaking, finely chop the onion and bell pepper. Slice the green onions and set aside for garnishing.

    Drain and Dry the Potatoes

    After 10 minutes, drain the potatoes and rinse them under cold water. Then, place the shredded potatoes on a clean kitchen towel and pat them dry to remove excess moisture.

    Sauté the Vegetables

    In a large skillet, heat 2 tablespoons of olive oil and 2 tablespoons of butter over medium heat. Add the chopped onion and bell pepper, sautéing for about 5 minutes until they are soft and translucent.

    Add the shredded potatoes to the skillet. Sprinkle with salt, black pepper, garlic powder, and paprika. Stir to combine. Press the mixture down to form an even layer. Cook for about 5-7 minutes until the bottom is crispy and golden brown.

    Flip and Finish Cooking

    Carefully flip the hash browns using a large spatula. Add the remaining 2 tablespoons of olive oil around the edges. Cook for another 5-7 minutes until the other side is also crispy and golden brown.
