Preheat the Oven
Preheat your oven to 350°F (175°C). Prepare a baking dish by greasing it with butter or lining it with parchment paper.

Mix Dry Ingredients
In a large mixing bowl, whisk together the all-purpose flour, granulated sugar, baking powder, and salt until well combined.

Combine Wet Ingredients
In another bowl, melt the unsalted butter and let it cool slightly. Then, add the whole milk, vanilla extract, and large eggs. Whisk until smooth.

Combine Mixtures
Pour the wet ingredients into the dry ingredients and stir gently until just combined. Do not overmix; a few lumps are okay.

Add Chocolate Chips
Fold in the chocolate chips gently into the batter.
Baking

Pour Batter
Pour the batter into the prepared baking dish, spreading it evenly.

Bake
Bake in the preheated oven for 25-30 minutes or until a toothpick inserted into the center comes out clean.

Cool
Once baked, remove from the oven and allow to cool in the pan for 10 minutes before transferring to a wire rack to cool completely.

Once cooled, cut into squares and serve with a drizzle of caramel sauce, a dollop of whipped cream, and a sprinkle of rainbow sprinkles and chopped nuts if desired.
