Preparation and Assembly
Make the Dough
In a bowl, mix the all-purpose flour, carom seeds, and salt. Gradually add water and knead to form a smooth dough. Cover and let it rest for 30 minutes.
Prepare the Filling
In a pan, heat a tablespoon of oil and add cumin seeds. Once they splutter, add the boiled potatoes, peas, coriander powder, garam masala, green chilies, and salt to taste. Mix well and cook for 5 minutes. Add cilantro and lemon juice, mix again, and let it cool.
Shape the Samosas
Divide the dough into small balls. Roll each ball into a thin oval shape, cut it in half, and form a cone. Fill with the potato-pea mixture and seal the edges with water. Repeat for all dough.
Fry the Samosas
Heat oil in a deep frying pan. Fry the samosas in batches until golden brown and crispy. Drain on paper towels.
Assemble the Chaat
Cut the fried samosas into quarters and place them on a serving plate. Drizzle with tamarind chutney, yogurt, and sprinkle with chaat masala, sev, and additional cilantro. Serve immediately.
