Prepare the batter
In a large bowl, mix together the flour, cornstarch, baking powder, salt, and black pepper. Gradually add cold water, whisking until smooth.

Heat the oil
In a large skillet or deep fryer, heat vegetable oil over medium-high heat until it reaches 350°F (175°C).

Batter the cod
Dip each cod fillet into the batter, allowing excess to drip off before carefully placing it in the hot oil.

Fry the cod
Fry the cod fillets for about 4-5 minutes on each side, or until golden brown and cooked through. Remove and drain on paper towels.

Assemble the sandwich
On the bottom half of each brioche bun, place a fried cod fillet, top with a slice of American cheese, a generous amount of coleslaw, and a spoonful of house tartar sauce. Place the top half of the bun on each sandwich.

Serve the sandwiches warm with extra coleslaw and tartar sauce on the side.
