In a large pot, bring salted water to a boil. Add elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

In a large mixing bowl, combine the cooked macaroni, cheddar cheese, Monterey Jack cheese, cream cheese, milk, salt, black pepper, garlic powder, and onion powder. Mix well until the cheeses are melted and all ingredients are combined.
