    Peel and cut the potatoes into 1/2-inch cubes. Thinly slice the yellow onion and green bell pepper. Mince the garlic. If using canned corned beef, break it into chunks or shred with a fork so it heats evenly.

Cook Potatoes

    Par-cook potatoes

    Heat 1 tablespoon of the oil or butter in a large skillet over medium-high heat. Add the cubed potatoes in a single layer. Cook, stirring occasionally, until the edges are golden and potatoes are just tender, about 8–10 minutes. Transfer potatoes to a plate and set aside.

    Sauté aromatics

    In the same skillet, add the remaining 1 tablespoon oil or butter. Add the sliced onion and bell pepper and cook over medium heat until softened and starting to brown, about 4–5 minutes. Add the minced garlic and cook 30–45 seconds until fragrant.

    Add spices and liquids

    Stir in the smoked paprika, black pepper, salt, tomato paste (if using), Worcestershire sauce, and beef broth (or water). Scrape up any brown bits from the pan. Bring the mixture to a gentle simmer.

    Add corned beef and potatoes

    Return the par-cooked potatoes to the skillet. Add the corned beef and frozen corn kernels. Stir to combine and press the mixture into an even layer. Let cook undisturbed 2–3 minutes to develop some crisped edges, then stir and continue to cook until everything is heated through and the corn is tender, about 4–6 minutes more.

    Taste and adjust salt and pepper as needed (remember corned beef can be salty). If mixture looks dry, add up to 2 tablespoons additional broth. Sprinkle chopped fresh parsley over the top and serve hot.
