Boil water and cook linguini
Bring a large pot of water to a rolling boil. Add 1 tablespoon kosher salt. Add 12 oz linguini and cook until just shy of al dente (about 9 minutes, depending on package); reserve 1 cup of the pasta cooking water, then drain the pasta and set aside. Do not rinse.

Prepare broccoli
While the pasta cooks, cut broccoli into small, uniform florets so they cook quickly and evenly. If stems are thick, peel and slice them thinly so they cook through.

Blanch or steam broccoli (two options)
Option A (blanch): In the boiling pasta water during the last 2 minutes of the linguini's cooking time, add the broccoli florets and cook until bright green and just tender (about 2 minutes). Remove florets with a slotted spoon to a bowl and transfer to an ice bath briefly if you prefer a firmer texture. Option B (pan-steam): While pasta cooks, heat 1 tablespoon olive oil in a large skillet over medium-high heat, add broccoli and 2–3 tablespoons water, cover and steam for 3–4 minutes until bright and fork-tender. Remove lid and let excess water evaporate.

Sauté garlic and red pepper flakes
In the same large skillet, heat remaining 2 tablespoons olive oil over medium-low heat. Add the thinly sliced garlic and 1 teaspoon red pepper flakes. Cook gently, stirring frequently, until garlic is fragrant and just turning golden at the edges (about 1–2 minutes). Do not let garlic burn or it will taste bitter.

Bring linguini and broccoli together
Add the drained linguini to the skillet with the broccoli and garlic. If skillet is too small, return pasta to the large pot and pour broccoli and garlic over it. Add about 1/2–1 cup of the reserved pasta water (start with 1/2 cup) and toss vigorously for 1–2 minutes over medium heat so the starchy water emulsifies with the oil to form a light sauce. If you like a silkier sauce, add 1 tablespoon unsalted butter now and stir until melted and incorporated.

Garnish and serve
Plate the linguini topped with broccoli and sprinkle with 2 tablespoons chopped fresh parsley. Offer extra grated cheese and red pepper flakes at the table. Serve immediately.
