Make dough

In a large mixing bowl, combine 2 cups all-purpose flour, 2 tbs semolina, and 1 tsp salt. Add 1 tbs oil and mix with fingertips until mixture resembles coarse crumbs.

Slowly add about 3 tbs warm water, mixing until a slightly stiff but pliable dough forms. Knead 5 minutes to develop smoothness. Cover with a damp cloth and rest 20–30 minutes.

Shape and roll

Divide dough into 18–20 equal golf-ball-sized portions. Keep them covered to prevent drying. Flatten a ball, dust lightly with dry flour or a little ghee, and roll into a small circle about 3.5–4 inches (9–10 cm) in diameter, slightly thicker than a chapati to get flaky layers.

Fry puris

Heat vegetable oil in a deep pan to 180°C (350°F) or until a small piece of dough rises quickly and puffs. Slide one rolled puri into the oil and press gently with a slotted spoon; it should puff and separate into layers. Fry until golden brown on both sides, about 30–45 seconds per side. Remove to paper towels to drain. Repeat with remaining dough, keeping rolled puris covered until fried.

Temper and sauté aromatics

Heat 3 tbs oil or ghee in a heavy skillet over medium heat. When hot, add 1 tsp cumin seeds and 1 tsp mustard seeds (if using). When they begin to crackle (10–20 seconds), add a pinch of asafoetida. Add 1 cup finely chopped onion and sauté until translucent and starting to brown at the edges, 6–8 minutes.

Add 1 tsp grated ginger and 2 chopped green chilies; sauté 1 minute until fragrant. Stir in 1 tsp turmeric, 1 tsp red chili powder, 1 tsp ground coriander and 1/2 tsp garam masala; cook spices 30–45 seconds to bloom.

Add vegetables and bind

Add 2 cups coarsely mashed boiled potatoes, 1 cup boiled green peas and 1/2 cup lightly cooked diced carrot to the pan. Mix thoroughly to combine with the spiced onion base. Cook, stirring, 4–6 minutes to remove excess moisture and let flavors meld.

If using, add 6 chopped cashew nuts and sauté 1–2 minutes so they toast lightly and incorporate into the mixture. Taste and add 1 tsp salt (adjust to taste). The final filling should be dry to medium consistency — moist enough to hold shape but not wet. If too dry, add 1–2 tbs water and cook off; if too wet, cook a few minutes longer.

Finish with 1 tsp lemon juice and 2 tbs chopped fresh cilantro, mixing well. Remove from heat and let filling cool slightly before assembling with puris.

Assembly & serving

To serve as starters, place warm puris on a platter. Spoon about 1–2 tbs of the filling onto each puri (depending on puri size). Garnish with a little whisked yogurt or a dollop of mint/coriander chutney if desired, and a scattering of pickled onions.

Serve immediately while puris are hot and flaky so the contrast between crisp bread and warm, rich filling is maintained.
