Slice and tenderize
Trim excess fat from flank steak and slice thinly against the grain into 1/8–1/4-inch strips. If using baking soda for extra tenderness, sprinkle baking soda over the sliced beef, toss to coat, and let sit 10 minutes, then rinse and pat dry thoroughly.

Marinate
In a bowl combine 3 tbs soy sauce, 1 tbs oyster sauce, 1 tbs Shaoxing wine, 1 tbs cornstarch, and 1 tsp vegetable oil. Add the sliced beef and toss to coat evenly. Marinate at room temperature for 15–20 minutes or refrigerate up to 1 hour.

Prepare broccoli
Bring a large pot of water to a boil and add a pinch of salt. Blanch the broccoli florets for 1 minute until bright green and slightly tender but still crisp. Immediately transfer to an ice bath to stop cooking, then drain and set aside. (Alternatively, steam broccoli 3–4 minutes.)

Prep aromatics
Peel and mince garlic and ginger. Slice scallions if using. Keep ready near the stove.

Mix sauce
In a bowl whisk together 3 tbs soy sauce, 2 tbs oyster sauce, 0.5 tbs dark soy sauce (optional), 1 tbs brown sugar, 1/2 cup stock, 1/2 tsp sesame oil, 1/4 tsp salt, and 1/4 tsp black pepper until combined. Taste and adjust sweetness or salt as desired.

Cornstarch slurry
In a small cup combine 1 tsp cornstarch with 2 tbs cold water and stir until smooth. Keep nearby.

Cook beef
Heat a wok or large skillet over high heat until very hot. Add 1 tbs vegetable oil and swirl to coat. Add half the marinated beef in a single layer (do not overcrowd) and stir-fry until just browned on the edges but not fully cooked, about 45–60 seconds. Remove to a plate. Repeat with remaining 1 tbs oil and remaining beef. Return all beef to the wok.

Add broccoli & thicken
Add the blanched broccoli to the wok and toss with the beef and sauce. Give the cornstarch slurry a quick re-stir and pour it into the pan. Stir constantly for 30–60 seconds until the sauce thickens and coats beef and broccoli. Cook just until heated through and glossy.

Finish
Turn off heat. Drizzle sesame oil and toss. Taste and adjust seasoning with additional soy sauce or salt if needed. Sprinkle sliced scallions on top if using.
