Prepare the Chicken
In a large bowl, combine garlic powder, onion powder, smoked paprika, cumin, salt, and black pepper. Rub this spice mixture onto the chicken thighs evenly.

Cook the Chicken
In a large skillet, heat olive oil over medium-high heat. Add the seasoned chicken thighs and cook for about 6-7 minutes on each side, until golden brown and cooked through. Remove from skillet and set aside.

Cook the Rice
In a medium pot, combine the long-grain white rice and water. Bring to a boil, then reduce heat to low, cover, and simmer for 18-20 minutes, or until water is absorbed and rice is tender.

Prepare the Queso
In a saucepan over medium heat, combine shredded white cheddar cheese, milk, cream cheese, diced jalapeño, and minced garlic. Stir continuously until the cheeses are melted and the mixture is smooth.

Fry the Jalapeños
In a small pan, heat oil over medium heat. Carefully add the whole jalapeños and fry until the skin is blistered and darkened, about 5 minutes. Remove and drain on paper towels.
