Make simple citrus syrup
Combine 1 cup granulated sugar and 1 cup water in a small saucepan over medium heat. Stir constantly until the sugar fully dissolves and the mixture comes just to a simmer (do not boil vigorously).

Once the sugar is dissolved, add 1 tablespoon fresh lemon zest and 1 tablespoon fresh lime zest. Reduce heat to low and let the mixture gently steep 3–5 minutes to extract aromatic oils from the zest.

Remove the pan from heat and let the syrup cool slightly (about 5 minutes). Stir in 2 tablespoons fresh lemon juice and 2 tablespoons fresh lime juice, then add 1 teaspoon citric acid and 1 teaspoon vodka or food-grade glycerin if using. Stir to dissolve. The citric acid sharpens the flavor and helps mimic the tang of commercial citrus sodas.

Strain the syrup through a fine mesh sieve (or cheesecloth) into a clean container to remove zest and any solids. Allow the syrup to cool to room temperature, then chill in the refrigerator until cold (about 30–60 minutes). The syrup can be stored in the fridge for up to 2 weeks.

Fill two highball glasses with ice (about 1 cup ice per glass).

Slowly pour 1 cup (8 fl oz) chilled carbonated water into each glass over the back of a spoon or down the side to preserve carbonation and encourage gentle mixing. Stir once gently with a bar spoon to combine — avoid vigorous stirring which will flatten the soda.
