Prepare the Brownie Layer
Preheat the oven to 350°F (175°C). In a large bowl, melt the butter. Add granulated sugar and brown sugar, and mix well. Beat in the eggs and vanilla extract until smooth. In another bowl, combine flour, cocoa powder, baking soda, and salt. Gradually add the dry ingredients to the wet mixture and stir until just combined. Fold in the chocolate chips.

Bake the Brownies
Pour the batter into a greased 9x13 inch baking dish. Bake for 25-30 minutes or until a toothpick inserted into the center comes out clean. Allow to cool completely.

Make the Cookie Dough Layer
In a mixing bowl, cream together the butter and sugars until light and fluffy. Beat in the eggs and vanilla extract. Gradually mix in the flour and salt until just combined. Fold in the mini chocolate chips.

Serve immediately or refrigerate for up to 2 hours before serving for a chilled dessert.
