Cake Preparation

Preheat the Oven
Preheat your oven to 350°F (175°C). Grease and flour a 9x13 inch baking pan.

Mix Dry Ingredients
In a large bowl, combine the flour, cocoa powder, sugar, baking powder, baking soda, and salt. Whisk until well combined.

Combine Mixtures
Pour the wet ingredients into the dry ingredients and mix until just combined. Do not overmix.

Bake the Cake
Pour the batter into the prepared baking pan and bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

Cool the Cake
Remove the cake from the oven and let it cool in the pan for about 15 minutes. Then, turn it out onto a wire rack to cool completely.
Milk Mixture

Prepare the Milk Mixture
In a mixing bowl, whisk together the sweetened condensed milk, evaporated milk, and whole milk until smooth and well combined.

Let it Soak
Cover the cake with plastic wrap and refrigerate for at least 4 hours, preferably overnight to allow the cake to absorb the milk mixture.

Whip the Cream
In a large mixing bowl, whip the heavy cream until soft peaks form. Gradually add the powdered sugar and vanilla extract while continuing to whip until stiff peaks form.

Spread the whipped cream over the soaked cake evenly. Garnish with chocolate shavings or a dusting of cocoa powder to taste.
