    In a large mixing bowl, combine ground beef, breadcrumbs, milk, egg, onion (0.5 cup chopped), minced garlic, parsley, cumin, salt, and pepper. Mix gently until just combined; avoid overworking the meat.

    Shape the mixture into meatballs about 1.5 inches (3.5 cm) in diameter, placing them on a tray as you form.

    Heat the olive oil in a large skillet over medium-high heat. Working in batches, brown the meatballs on all sides, about 2–3 minutes per side. They should be well-browned but not cooked through. Transfer browned meatballs to a plate.

    In the same skillet, add the crushed tomatoes, water, oregano, and bay leaf. Bring to a simmer and cook about 5 minutes to blend flavors; season lightly with salt if needed.
