Combine sauce ingredients
In a bowl, whisk together 1/4 cup soy sauce, 2 tablespoons oyster sauce, 1 tablespoon Shaoxing wine, 1 tablespoon cornstarch, 1 teaspoon brown sugar, 1 teaspoon sesame oil and 1/2 cup warm chicken or beef stock until smooth and the cornstarch is fully dissolved. Set aside.

Slice and season beef
Trim any excess fat from 1 lb flank or skirt steak. Freeze for 20–30 minutes beforehand if you prefer easier slicing. Using a sharp knife, slice the beef thinly across the grain into 1/8–1/4-inch strips. Place the strips in a bowl, season with 1/2 teaspoon kosher salt and 1/4 teaspoon black pepper, and toss briefly.

Velveting (optional, for extra tender beef)
If you want very tender slices, toss the beef with 1 tablespoon cornstarch and 1 tablespoon vegetable oil and let rest 10 minutes. (If you already used cornstarch in the marinade and want to keep it simple, skip this step.)

Sear beef
Heat a large wok or heavy skillet over high heat until smoking. Add 1 tablespoon neutral oil, then add half the beef in a single layer (do not overcrowd). Sear 30–60 seconds without moving, then stir-fry another 20–30 seconds until browned but not fully cooked through. Transfer to a plate and repeat with remaining 1 tablespoon oil and remaining beef. Return all beef to the plate.

Prepare aromatics and vegetables
Peel and finely julienne 2 inches fresh ginger (about 2 tablespoons) and mince 4 garlic cloves. Trim and slice 4 scallions into 1–2 inch pieces, keeping whites and greens separate. If using, cut 1/2 cup red bell pepper into thin strips and prepare 1 cup broccoli florets.

Stir-fry aromatics and vegetables
With the wok still on high heat, add the whites of the scallions and the ginger and stir-fry 20–30 seconds until fragrant. Add the garlic and stir 10–15 seconds (do not burn). Add the bell pepper and broccoli (if using) and stir-fry 1–2 minutes until vegetables are bright and slightly tender-crisp.

Finish and garnish
Toss in the scallion greens and stir 10–15 seconds. Remove from heat. Taste and adjust: add a pinch of salt or 1/2 teaspoon soy sauce if needed, and 1/4 teaspoon red pepper flakes for heat if desired. Sprinkle with 1 teaspoon toasted sesame seeds and 2 tablespoons chopped cilantro before serving.
