    Pulse the shrimp in a food processor until minced but still chunky.

    In a large bowl, combine minced shrimp with egg, mayonnaise, lemon zest, minced garlic, scallions, Dijon mustard, salt, and pepper. Mix to evenly incorporate.

    Sprinkle in cornstarch and breadcrumbs; mix gently until the mixture starts to bind but remains slightly loose.

    Form the mixture into 6 evenly sized patties (about 3 inches in diameter). Place on a sheet and refrigerate 15 minutes to help them set.

    Heat vegetable oil in a heavy skillet or Dutch oven to 350°F (175°C).

    Lightly pat the formed patties in breadcrumbs to help form a crisp coating.

    Fry patties in batches 2-3 minutes per side until deep golden brown and cooked through.

    Transfer to a plate lined with paper towels to drain.
