Marinate beef
Thinly slice the beef against the grain. In a bowl, whisk together 2 Tbsp lime juice, 2 Tbsp fish sauce, 1 tsp sugar, and 4 cloves minced garlic with 1 Tbsp olive oil. Add the beef slices and toss to coat. Let marinate for 15-20 minutes.

Make dressing
In a small bowl, whisk together remaining 2 Tbsp lime juice, 2 Tbsp fish sauce, 1 tsp sugar, and 2 minced garlic cloves with 1 Tbsp olive oil. Finely chop an extra half chili if you want more heat. Season with salt and freshly ground black pepper to taste.

Assemble salad
In a large bowl, combine lettuce, tomatoes, cucumber, red onion, and torn basil. Drizzle dressing over the greens and toss gently to coat.

Finish and serve
Slice rested beef thinly and arrange over the salad. Garnish with extra basil if desired and serve immediately with lime wedges on the side.
