Dry ingredients
In a medium bowl, whisk together the all-purpose flour, granulated sugar, baking powder, and fine salt until evenly combined.

Wet ingredients
In a separate bowl, lightly beat the egg, then whisk in the whole milk, melted unsalted butter, and vanilla extract until smooth.

Combine
Make a well in the dry ingredients and pour in the wet mixture. Stir gently with a spatula or wooden spoon until just combined and no large streaks of flour remain. Do not overmix — a few small lumps are fine.

Add cereal
Fold in 1 cup of Fruity Pebbles cereal to the batter with a few gentle strokes so the cereal is evenly distributed. Let the batter rest 5 minutes; the cereal will soften slightly and the batter will thicken.

Prepare fresh cream
While the batter rests, chill a small metal bowl and beaters (optional) in the fridge for 5–10 minutes. Pour 1/2 cup heavy cream into the chilled bowl, add 1 tablespoon powdered sugar and 1/4 teaspoon vanilla extract. Whip with a hand mixer or whisk until soft peaks form. Refrigerate until ready to use.

Heat pan
Place a nonstick skillet or griddle over medium heat. Once hot, reduce to medium-low for consistent browning. Add 1 tablespoon unsalted butter and swirl to coat; wipe excess with a paper towel if the pan looks too greasy.

Cook pancakes
For each pancake, pour about 1/4 cup of batter onto the skillet (adjust for desired pancake size). Cook undisturbed until bubbles form on the surface and edges look set, about 2–3 minutes. Sprinkle a few extra Fruity Pebbles onto the exposed top of each pancake immediately after pouring for extra color and crunch. Flip carefully and cook until the second side is golden brown, about 1–2 minutes more. Transfer cooked pancakes to a warm plate and keep loosely covered while you cook remaining batter. Add more butter to the pan as needed between batches.

Finish & serve
Stack pancakes on serving plates. Spoon or pipe a dollop of the whipped fresh cream atop each stack. Drizzle ~1 tablespoon of maple syrup per serving over the pancakes, then sprinkle additional Fruity Pebbles and a tiny pinch (a small dash) of coarse sea salt over the top to enhance sweetness and flavor contrast. Serve immediately.
