Prepare the Filling

1. Rehydrate the Mushrooms

In a bowl, soak the dried shiitake mushrooms in warm water for 20-30 minutes until soft. Drain and finely chop.

2. Chop Vegetables

Grate the carrot and finely dice the sweet bell pepper. Chop the garlic sprouts and green onions finely.

3. Mix Filling

In a large mixing bowl, combine chopped mushrooms, grated carrot, diced sweet bell pepper, chopped garlic sprouts, chopped green onions, eggs, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are evenly incorporated.

Make the Dumpling Wrappers

4. Prepare Dough

In a mixing bowl, combine all-purpose flour and salt. Gradually add water and knead until a smooth dough forms. Cover with a damp cloth and let it rest for 30 minutes.

5. Roll Out Wrappers

Divide the dough into small portions and roll each portion into thin circles, about 3 inches in diameter.

6. Fill Dumplings

Place a spoonful of filling in the center of each wrapper. Fold the wrapper in half and pinch the edges to seal tightly.

8. Steam Dumplings

Arrange the dumplings in the steamer basket, ensuring they do not touch. Cover and steam for 15-20 minutes until the wrappers are translucent and the filling is cooked through.
