Prepare the Dough

In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water, mixing with a fork or your hands until the dough starts to come together. Knead the dough on a lightly floured surface for about 5-7 minutes, until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling

In another bowl, mix together the ground pork, chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, and black pepper. Stir until all ingredients are well combined. Set aside.

Assembling and Cooking Dumplings

Fill the Dumplings

After the dough has rested, divide it into small balls, about the size of a golf ball. Roll each ball into a circle about 3 inches in diameter. Place a small spoonful of pork filling in the center of each circle. Fold the dough over the filling to create a half-moon shape, pinching the edges to seal tightly.

Cook the Dumplings

Bring a large pot of water to a boil. Carefully drop the dumplings into the boiling water in batches, making sure not to overcrowd the pot. Cook for about 5-7 minutes, or until the dumplings float to the surface and the pork is cooked through. Remove with a slotted spoon and drain.

In a small bowl, mix together the soy sauce, rice vinegar, and chili oil. Stir well to combine.
