Mix the Filling Ingredients
In a large mixing bowl, combine the chopped fungus, shredded carrots, chopped sweet peppers, beaten eggs, chopped garlic sprouts, and finely chopped green onions. Mix well until all ingredients are evenly distributed.

Prepare the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually pour in the boiling water while stirring with a fork until a dough starts to form. Once cool enough to handle, knead the dough on a floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.
Assemble the Dumplings

Roll and Fill
After resting, divide the dough into small balls (about the size of a golf ball). Roll each ball into a thin circle (about 3 inches in diameter) on a floured surface. Place about 1 tablespoon of filling in the center of each circle. Fold the wrapper in half over the filling and pinch the edges to seal tightly, creating a half-moon shape.

Pan Fry
In a large skillet, heat vegetable oil over medium-high heat. Arrange the dumplings in a single layer and fry for 2-3 minutes until the bottoms are golden brown. Add 0.5 cups of water to the skillet, cover immediately, and let steam for about 5-7 minutes until the water has evaporated and the dumplings are cooked through.

Remove the lid and let the dumplings cook for another minute to crisp the bottoms. Serve hot with soy sauce for dipping.
