Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add the boiling water while stirring with a fork or chopsticks until the dough begins to come together. Once it’s cool enough to handle, knead the dough on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

In a large bowl, mix together the ground pork, finely shredded cabbage, chopped green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, and black pepper. Stir until well combined and set aside.

Form the Dumplings
After the dough has rested, divide it into small pieces (about the size of a golf ball). Roll each piece into a thin circle (about 4 inches in diameter). Place a tablespoon of the filling in the center of each circle. Fold the dough over the filling to create a half-moon shape, and pinch the edges to seal tightly. Repeat until all dough and filling are used.

In a large skillet, heat the oil over medium heat. Once hot, add the dumplings in a single layer, making sure not to overcrowd the pan. Fry for about 2-3 minutes until the bottoms are golden brown. Carefully add the water to the pan (it will steam and splatter) and cover immediately. Allow to steam for about 5-7 minutes until the water has evaporated and the dumplings are cooked through. Remove the lid and let them cook for another minute until the bottoms are crispy again.
