Prepare the Vegetables
Wash and chop the red and green bell peppers, zucchini, and carrot into bite-sized pieces. Mince the garlic cloves.

Sauté the Vegetables
In a large skillet or paella pan, heat the olive oil over medium heat. Add the minced garlic and sauté for about 1 minute until fragrant. Then add the chopped vegetables (bell peppers, zucchini, carrot) and sauté for 5-7 minutes until they are tender.

Add the Rice and Spices
Stir in the basmati rice, saffron, paprika, salt, and black pepper. Mix well to coat the rice with the oil and spices.

Pour the Broth
Pour in the vegetable broth and bring the mixture to a boil. Once boiling, reduce the heat to low and add the peas.

Simmer
Cover the pan and let it simmer for about 15-20 minutes, or until the rice is cooked and has absorbed most of the liquid.

Finishing Touches
Once cooked, remove the pan from heat, fluff the rice with a fork, and sprinkle with fresh parsley. Adjust seasoning if necessary.
