Prepare the Ranchero Sauce
In a skillet, heat 2 tablespoons of olive oil over medium heat. Add the chopped onion and sauté until translucent, about 5 minutes. Add the minced garlic, jalapeño, and diced tomatoes, and cook for another 5-7 minutes until the tomatoes break down. Stir in cumin, salt, and pepper. Simmer for 10 minutes and then set aside.

Fry the Tortillas
In a separate large skillet, heat the remaining 2 tablespoons of olive oil over medium-high heat. Fry the corn tortillas one at a time until crispy, about 1 minute per side. Drain on paper towels and keep warm.

Assemble the Dish
Place a crispy tortilla on each plate. Top with a fried egg, generous spoonfuls of ranchero sauce, and sprinkle with crumbled cotija cheese and chopped cilantro.
