Prepare the Mussels
In a large pot, heat 1 tablespoon of olive oil over medium heat. Add minced garlic and sauté until fragrant. Add mussels and white wine, cover, and cook until mussels open up (about 5-7 minutes). Discard any unopened mussels.
Sauté the Vegetables
In a skillet, heat remaining olive oil over medium heat. Add chopped onions and bell peppers, sautéing until soft (about 5 minutes). Add diced tomatoes and cook for an additional 3 minutes. Season with salt and black pepper.
Cook the Tilapia
In a separate pan, season the tilapia fillets with salt and pepper. Sauté the fillets over medium heat for 3-4 minutes on each side, or until cooked through and flaky.
Combine and Serve
On a serving plate, place a portion of mussels, topped with the sautéed vegetables. Lay the tilapia fillet on top. Garnish with parsley and serve warm.
