    Prepare Gelatin

    In a small bowl, sprinkle the gelatin powder over the cold water and let it sit for about 5 minutes to bloom.

    Make Cream Mixture

    In a saucepan, combine the heavy cream, whole milk, granulated sugar, and vanilla extract. Heat over medium heat until the mixture is warm and the sugar has dissolved, but do not let it boil.

    Combine Gelatin and Cream

    Remove the saucepan from heat. Add the bloomed gelatin mixture to the warm cream mixture and stir until the gelatin is completely dissolved.

    Pour into Molds

    Pour the panna cotta mixture into individual serving cups or molds. Let them cool at room temperature before covering with plastic wrap.

    Chill

    Refrigerate for at least 4 hours, or until set.

    Serve

    To serve, run a knife around the edges of the panna cotta and invert onto a plate, or serve directly in the cups. You can garnish with fresh berries or a fruit sauce if desired.
