Cook the Filling
In a large skillet, heat olive oil over medium heat. Add chopped onion and red bell pepper, sautéing until softened, about 5 minutes. Stir in minced garlic, cumin, paprika, chili powder, salt, and black pepper. Add ground beef and cook until browned, breaking it apart with a spoon. Drain excess fat and let the mixture cool.

Prepare the Dough
Using store-bought or homemade empanada dough, roll out the dough on a floured surface to about 1/8 inch thick. Cut into 4-inch circles.

Assemble the Empanadas
Place a tablespoon of the beef filling in the center of each dough circle. Fold the dough over to create a half-moon shape, pressing the edges to seal. Use a fork to crimp the edges for a decorative finish.

Bake the Empanadas
Preheat the oven to 400°F (200°C). Arrange the empanadas on a baking sheet lined with parchment paper. Brush the tops with an egg wash (1 beaten egg with 1 tbs water) for a golden finish. Bake for 20-25 minutes, or until golden brown.
