Season the Chicken
Pat chicken breasts dry. Coat evenly with olive oil, then season with paprika, garlic powder, onion powder, cumin, cayenne, salt, and black pepper on all sides.

Prepare Pasilla Chilies
Remove stems and seeds from pasilla chilies. Toast them briefly in a dry skillet over medium heat for 30–45 seconds per side until fragrant, then soak in hot water for 10 minutes. Drain and slice into thin strips.

Sauté Vegetables
Slice red bell pepper into thin strips. In the same skillet used for the chicken, add olive oil and sauté peppers and pasilla chilies over medium heat for 4–5 minutes until softened and lightly charred. Set aside.
Cilantro-Lime Cream Sauce

Blend the Sauce
In a blender or food processor, combine heavy cream, sour cream, cilantro, lime juice, garlic, and salt. Blend until smooth and vibrant green.

Warm the Sauce
Pour sauce into a saucepan and warm gently over low heat for 3–5 minutes, stirring frequently. Do not boil. Adjust seasoning with additional salt or lime juice if needed.

Cook the Pasta
Bring a large pot of salted water to a boil. Cook penne pasta according to package instructions until al dente. Reserve ½ cup pasta water, then drain.

Serve
Divide pasta among plates and garnish with fresh chopped cilantro. Serve immediately.
