In a large pot, bring water to a boil. Add a pinch of salt and cook the penne pasta according to package instructions until al dente. Drain and set aside.
In a large skillet over medium heat, cook the ground beef and Italian sausage until browned. Drain excess fat. Add the marinara sauce and simmer for 10-15 minutes. Season with salt and pepper to taste.
In a large bowl, combine ricotta cheese, mozzarella cheese, Parmesan cheese, and provolone cheese. Mix well.
In a large baking dish, combine the cooked penne pasta with the meat sauce. Add the cheese mixture and stir until everything is well combined.
Top with Wisconsin cheese and sprinkle with oregano. Bake in a preheated oven at 350°F (175°C) for 25-30 minutes or until bubbly and golden.
